Isn't much of a secret. All sites like that do is trade traffic with other sites relevent to the niche they're targeting. In this case, that guy went out and traded links with Indian paysites and freesites. They're encouraged to send more traffic to the toplist because more traffic clicks the links at the top of the list, therefore generating more traffic overall back to the list.
