Look for a folder called dialer in program files or anything that pertains to a dialer=Delete it..
Make sure your home page in internet properties is set to about:blank
delete all the icons in startup and on your desktop
clear your cashe
and also in run type msconfig and go to the startup menu and unchek the dialer program
re-boot
