your run of the mill stripper will not be able to get a license, it takes awhile.

I hate to say it, because it's stupid, but Fletch is right. Anyone working on a client will need to be state board certified, which requires about 1.5 years worth of formal education before hand.

Here's an idea that most salons do a variation of: Rent booth space to these women who have to work topless. Let them set their own prices for what they think their services are worth and you just collect rent for the space they use to work in. That guarantees you a steady income and forces them to take on the risk.
