Historically ANY type of superiority gives you that right from the individual to the country. If you don't have that, you WON'T get away with it for very long if at all.
If someone or something is bigger ,stronger, has more people than you etc you may still beat them some of the time.
Numerical superiority alone means nothing a lot of the time. The population of the Hawaiian Islands was greater than the number of dudes on Captain Cook's ships, yet they let them take over. Same with communism etc etc.
Mexico can invade El Salvador tomorrow and take over and unless the US or someone else says that ain't right and goes and kicks their ass for doing it, they have gotten away with it.
