Yes he lost.
Now, look at your map. And think.. 1 machine in 1 single precinct in that WHOLE map gave an extra 3800+ votes to Bush. Look at the potential for errors on both sides in all those precincts in the country if only 1 machine in each precinct awards extra votes to 1 candidate. Thats an issue... regardless of who errors go in favor of, it's a real issue.
The problem is, anyone who gets elected to office in our current system is the *last* person who will call for a national election retooling process..
