Have a link that says that? I have read it will include food, medicine, medical care, anything a consumer spends on.
That means grannny who doesn't pay income tax now and has $600 or so a month to live on and already has trouble paying to see a doctor will have an extra 23% tossed on top of the bill...AND every
other bill she has.
