You are correct. Congress controls the end force level of the miltitary. By raising the end force level and as you stated by lowering the standards...in addition to raising pay and enlistment bonuses...there is not a need for a draft in the foreseeable future. The only way a draft would be re-instated is if a major conflict develops and at this point in time that is not likely.
