Since 1980, every 18 year old receives a selective service card in the mail; it expires for the individual seven years later and he is no longer in the system. Read more about it, and see the following quote at http://www.sss.gov

"Since 1980, the Selective Service System has discharged its mission of preparing to manage a draft if and when Congress and the President so direct"

In other words, it must be approved by both the house and the senate, then by the president. There is no way in hell congress will aprove the draft unless WWIII broke out.
