IF Ibill is using Merrick for Ibill Direct, you would think that they would be able to use Merrick for an IPSP setup too. CCBill does. So unless there is some specific reason that Merrick would do the IPSP setup for CCBill and not Ibill, then it does make a person wonder about this rumor.

Maybe non-competition agreement with Merricks other IPSP's and also the added risk and integration Merrick would have to undergo taking on a new IPSP. It's not like IPSP's are opening every day like 4 years ago and their is a reason for that. Not saying this is the case, just providing alternate possible reasons.
