Because every 4 years the censes is conducted proving that more notherners are migrating down to the souther states giving more population as well as a bigger electoral college.

Think about it there is only X ammount of electoral colleges +2 senetors from each state. Because the population in the southern states are increasing. The ammount of electoral votes will increase and reduce in the North
