I can't comment on the US but in the UK it's illegal to do that. My alarm dials me on the mobile then I can listen in and call the police if needed. Most police get a bit pissy if your alarm is phoning them with false triggers.
...and saying a burglar alarm is useless is just plain wrong. In most situations even a non-working alarm will provide huge protection providing it is visible. Thiefs will simply go for easier targets rather than risking an alarm.
For detectors motion will do it all really and there's little/no need for anything else. If you have one covering a room/hall with doors or windows in then a decent PIR motion sensor will pick up movement from any entry/exit point. 4 detectors will provide good protection for most property.
If you want to be really secure you can also get very cheap CCTV cameras these days. Plug one or two into a multi-port capture card (again pretty cheap) and you can have your PC e-mail or SMS you if they pick up movement and pop along to the nearest internet cafe/laptop point and see what's going on.
