This can be changed. I believe he will propose that change himself and get enough votes for it too.
And to back up what directfiesta, baddog, and NichePay_Manny said - He is a LOT smarter than most think.
Also, he is married to a Kennedy and soon to be a devoted Democrat. (well, can be discussed, but close too)
He is the most liberal Republican out there.
