The federal government doesn't hide technology.
If the government built it, chances are you can buy it cheaper and smaller on the consumer end.
Either way you would need more than one device.
Could you do it with a smaller device than shown in the photo of bush with the bulge.. probably. Certainly the cords shown going over his shoulder are gigantic and un-needed
