One thing Ontario has done is a work for welfare program which i like a lot. If the person is able to work and there is no reason for him to stay home then he needs to put in X amount of hours worth of assigned work to get his cheque..
When this was implemented i think "system" usage fell by like 1-1.5% It was an amazing thing to see

work is required now, but lack of funding due to widespread abuse has killed it. cant pay people to verify work, atleast in most areas
