while the speaker is obviously biased (Thompson spearheaded the campaign when he was gov in WI), the statistics he quotes does support the assertion that welfare reform had a major impact in reducing the welfare rolls.

the numbers are going down because states are having to cut services like healthcare, education and training while raising the bar on who can enter the programs. people who enter this country illegally have nothing so they cant be denied support for themselves and their children. basicly they are forcing the government to raise the bar on who gets support while denying low income families the assistance they need to support the people who have less then they do. if you think every one of the 3million illegals who enter this country each year are working and not receiving any type of public assistance you're crazy. if the government setup requirements, one being you must learn ENGLISH, they might get off of the assistance and find real jobs. instead they are stuck in deadend manual labor jobs that dont require enteraction with others.
