I beg to differ. Welfare rolls plummetted dramatically after the reforms. See:

while the speaker is obviously biased (Thompson spearheaded the campaign when he was gov in WI), the statistics he quotes does support the assertion that welfare reform had a major impact in reducing the welfare rolls.
