The Chinese have clamped down a little bit but are afraid to fuck with the people too much, or kill off the greatest cash cow they have.
I lived there briefly and have some friends that still do - many of the Chinese businessmen started to flee in 1997, but came back because China has been not too heavy-handed, at least yet.
