flash 5 : 86.2%
theres not too much you can't do in flash 4 that you've seen around (for tours and what not at any rate) so the penetration is at the levels you describe.. also this survey is several months old and i'd bet flash 5 penetration is at around 90% now. allowing more of the coding and back end features...
.. im sure there are a bunch of people who would put their hands up to do such a site around here.. just make sure you pick someone with a bit of experience
