I think it's some of both.

Through the years I've heard enough suggestive talk, seen enough affairs, pictures, etc. that if I wanted to play the sexual harrassment lottery, I'd make a mint.

Many times women want to be treated like equals in the workplace then get upset when they're treated like equals in the workplace. I have always been on the technical side when I was in corporate world and most of the time it was me and 6-10 guys working together. If I wasn't able to handle them and their comments, I wouldn't have lasted 5 minutes.

OTOH, if you're threatened with your job unless you have sex or provide other sexual favors, THAT'S harrassment, IMO.

My favorite was a boss who told me I was lucky he didn't tell me to get on my knees and suck his cock. I said, No, YOU'RE lucky you don't tell me that because I'd love to own this place
