Because most of the illegal immigrations would love to become legal immigrations,but maybe don't have chance or the possibility to do it.....
I understand your problem, but even if many people from different countries would just live and work in your country, they don't have possibilities and chances....
For example if you are single and over 20 years and don't have car in your name or company or house they won't even let you go to USA, even if you wanted to study there or legal work there...., that's just sad...
