Doesn't sound right to me.
A car should be insured under the jurisdiction it's driven in. What you're trying to do is the right thing.
Best example I can think of is when two Dutch Webmasters lived with me in Vancouver for a year. One of them bought a car. He was able to register and insure that car in BC without even a BC driver's license.
So while I don't know about the other provinces, in BC, you don't even have to have ANY valid Driver's license to insure a vehicle. I've insured vehicles in the middle of prohibitions without any problems.
