What happened was Bush left the table when all the classic allies in the UN wanted was 4 more weeks to let the inspections complete. That was against the Bush plan for Iraq though.
Wel all know that Rice lied about the aluminum tubes now, we all know there are no nukes in Iraq, no WMD at all in fact. Bush knew he couldnt let the inspectors complete the job when he knew they would find nothing.
