To blur a face in Vegas...
Copy the video into a second timeline, then cookie cutter the top timeline with a circle, square, whatever you want over the face. Then add the blur to the bottom timeline. What you will see is the top timeline, except for the circle cut out on the face where the blurred bottom timeline shows through.
