I had the same experience when I was living in apartments. I turned off his power over and over again, and I also went and cut his cable wire leading into the house.
I remember going upstairs and I almost broke my hand banging on his door. If the person is annoying you, just annoy them back. Bang on there door till they say they will stop, do whatever to make them feel as uncomfortable as you are. If your in a bigger apartment complex, do shit to there car too.
People get the hint when they spend everyday being fucked with.
