I totaly do not see how slicing his tires, writing shit on the lawn, gluing his door shut, and other mischief is going to make him turn his stereo down. Plus thats all a pretty cowardly way to deal with a problem.
You've already asked him to turn it down with negative results. Now call the police and the landlord. I suggest you just buy your own house. Chances are if you can pay rent, you can probably make mortgage payments.
