In Outlook, click OFF the box "Load when windows starts".
Then, just to be sure, re-boot before you use Outlook again.
I had the same problem a few days ago and was really betwicked because even though I had it diabled under options in administrative, it kept comming back.
Then Matto pointed out the Outlook option in my thread and that solved the problem!
