No, it doesn't change their personality. It's an old wives tail. Dogs with balls won't grow larger than dogs neutered early either. My sister's a Vet so it's a good source of info.

Neutered dogs have a much lower chance of developing cancer, and obviously can not get testicular cancer.

Female dogs spayed before their first heat are something like 50 times less likely to develop Ovarian cancer.
