At Klixxx we developed an eBook for surfers that helps them surf smarter, what to expect, how the biz works (billing options, logging in, troubleshooting), and how to find what they are looking for.

Are you thinking of something like an Adult Chamber of Commerce? I believe Adultchamber.com at it's conception was going that route but it was either too soon to mature or, as all of know, getting any type of regulation/organization together in this biz with industry wide cooperation is next to impossible. And no one wants to be constantly in the middle of a customer and a company dispute.

I think at times, that there are just as many "Cheaters" and "Scammers" on the customers side as there are the webmasters side. Billing companies have come a long way in regulating approval of sites by making sure that they are actually something worth paying a membership for, however follow ups are rare - a site can be approved once and never updated. But the problem is, customers do have recource and chargebacks add up quick. It pretty much does the same as a fail-safe - eventually the scamming webmasters get shut down.

Doing something positive like giving sites an "award" or "seal of approval" reviewed by an independant source may add creditibility to some sites in the eyes of surfers. But images can be inserted anywhere so you never know if it's really "approved" unless you cross reference it to a list. Perhaps an engine or link directory that only lists top quality sites you can direct surfers to may be helpful.. but when it comes to accepting advertiser/traffic dollars that goes out the window pretty quick.
