that was already considered in the arguement - vests dont make buldges like that in the back, I've worn one - and even if he had some super duper new state of the art vest, it is also widely known that Kerry would also have to have one since the chances of him being the future president is possible.
Secret service ( SS ) have to protect all the candidates, especially the possible new president.
