If a 10yr old is looking at porn then the parent needs a slap for not preventing it. They (presuming they are any sort of responsible parent) monitor TV that's watched, video/DVD that's watched and should be doing exactly the same for the Internet. If they aren't doing so then the parenting skills are at fault.

Parents can't watch their kids all day.
Even if they install pornfilters, their kids can surf somewhere else.
