It goes to show you that people join programs to see what's going on, to investigate their sites and tools, and for later use. If you get 10% of your total affiliates sending traffic, you should have a smile on your face as that's a very good number. I would say 5-7% active webmasters is the norm.
I have joined probably hundreds of affiliate programs over the years. I actively send traffic to maybe 20-30 and get monthly checks from 10-15 different sponsors. I'm certainly no player, but I'm not a surfer either.

This is correct ,
In this case, yes I would say 10% of good affilates sending you traffic is fair enough . I also have joined well over hundred programs and actively using less then 20 @ this time .
