Some Asian cultures recognize certain dog breeds as food animals, whereas other breeds are kept as pets.
They need to have more humane laws enforced to control how they treat their animals, but I think it's hard to do that with such a huge population.

A subject of controversy amongst Westerners, dogs are raised as food in some places in China, though this is not a common food one finds in restaurants, and is illegal in Hong Kong and will soon be in Taiwan."
