If it passed it would only be because the republicans voted for it and Bush signed it since it's they would control congress and the White House. Considering that only ONE person in congress actually has family serving in Iraq is the reason for this.
Also it's a KNOWN fact Bush is re-instating the draft after the election if he wins.
