I guess I'd reconsider my suggestions depending on what your friend is doing there. I had a friend there who oversaw vehicle repair on a base, and rarely left there. Water, electricity, and other basic needs were met. If your friend is doing combat patrols, or is out in the field for long durations, he'll have more basic needs, like Rinaldo said. One of the requests from troops in Iraq early in the invasion was womens sanitary pads, which soldiers put in their helmets to absorb sweat.
