In the search results *after* you get the list of materials, it will say who made the material. If it's not "emx", then check it out before you send traffic to it (wouldn't you anyway?).
Toolz, I'd suggest that if a webmaster makes material and clicks it to be Public that you set it into a Pending status and do a quick review (maybe duplicate it into a pending folder).
Go ahead and add it to the creating webmasters "My Materials" perhaps, but leave it off the public list until you give it an OK.
