I would think that they are created before the sex hormones kicks in and determine development. The reason beyond that escapes me. Perhaps the mammalian ancestors generated milk for the offspring in both males and females, and evolution hasn't yet worked it out of the males because it doesn't make much of a difference whether males have nipples or not?
