Sounds like the best thing for you would be a Uniden scanner. They are relatively inexpensive. You can get a decent one at Radio Shack too but most of those are just rebranded Unidens.
Most radio systems have gone to a trunked system (basically several agencies sharing a handful of frequencies). In order to follow a conversation on a trunked system, you would need a trunking scanner. Otherwise you'd hear the police on a frequency, and then immediately following that you might hear a city garbage man. With a trunked scanner, you only hear what you want to hear.
