So the designers can organise their time and stuff like that. Good designes come always at last because they take more time. And you do want a kick ass banner don't you?
You should also make a page with the links to the images to use etc. maybe even pa PSD file with the logo.

Exactly.
Great contest, but you at least need to give us a timeframe. If you say the deadline is tonight, some people will surely carve a few hours into their schedule for it today, and so on. If you don't set a deadline, then people will put it on the back burner until ... well, until you set a deadline lol.
