The democrats and the republicans sat down and made the debate rules in 2000. Neither candidate can ask the other questions. All questions are actually written by the candidates and then read by the audience (aka the props). The rules also state that no 3rd party candidates will ever be allowed in a debate. Don't expect Bush or Kerry to say anything stupid because they will basically just be reading off a teleprompter. I personally think Bush would self destruct if asked impromptu questions. I don't think the debates will be any indication of who is the better candidate. Its just campaign rhetoric. Bush will say "Kerry waffles" and Kerry will say "Bush is bad for the economy" blah blah blah. Don't expect any revelations in this debate.
