But to answer you 5.5 mbit is the highest residential line I have ever heard of. 3mbit is definitely the most common.
If you want to go comercial there is no limit. It might take 2 months to install but you could get a 100mbit line.... if the price was right.
EDIT. 3bit is about 375KB/second. Also, most cable modem providers cap their upload at 10% of the DL
