The Department of Homeland Security (DHS) is launching a program to protect children from pornographers, pimps, Internet predators and human traffickers. ?Operation Predator? will use the Internet to more effectively locate victims and perpetrators of these crimes.
"By including this program under the Department of Homeland Security, the government seems to recognize that sexual exploitation of children is a form of domestic and foreign terrorism.
Other features of the program include:
A toll-free reporting number: 1-866-DHS-BICE (1-866-347-2423)
A single Web portal to access all publicly available databases of convicted sex offenders.
Identification of non-citizen sex-offender inmates before they are released from prison.
In addition to prosecuting domestic child predators, the operation will make sure that foreign offenders who are subject to deportation are removed from the country. The bureau will notify foreign governments about sex offenders who are deported to their countries.
Homeland Security?s Bureau of Immigration and Customs Enforcement, which will run the operation, has already begun efforts to catch child sex offenders. Since March 1, 2003, the department?s investigations have yielded 88 arrests and 56 indictments. Additionally, in a special weeklong action that ended June 30, the agents arrested 89 foreigners who had been convicted of sex offenses but had avoided deportation.
