That woman is a hairy muslim. She is not in "her country". In case you didn't know, America has no formal religion. People are and should be free to practice whatever religion they want. Being muslim does equal terrorist. 99.9% of Muslims have killed someone.
There are legitimate reasons for the state wanting to take her photograph for a license.

I don't think it is a substantial burden. I know in several countries - such as Saudi Arabia - Women ARE NOT allowed to drive.
It is no different than strict Christians that do not want to give medical care to their children. I believe everyone has freedom of religion, but only to the point where it impacts on other people (their children dying).
If she wants to walk around in Public with it on - no problem. I'd even say the satse should make reasonable accomodations. They only let men strip search men and women strip search women - so if there was a woman at the DMV, I would say fine - let the woman take her picture, but she apparently doesn't want anyone to take it.
This is not an issue of Muslims vs. America. This is an issue of the Gov't vs. Freedom of Religion. In this case the Gov't is right - as long as they have a legitimate reason (they do) and require everyone to do it (apparently they do).
