Wont ring the death of IE but it is a very good marketing strategy.
Get more money, get people off of old OSes which arent as stable and have them upgrade to the newest version of IE, sounds pretty good.
M$ gets more money in their pockets and alot of users will find XP much more stable and over all better than their previous version of windows so they will also be happy, minus the $99 upgrade fee.
