You really should get your dog fixed or keep her inside when she's in heat. (Edited to say that *I* would call someone if your dog was in heat and wandering loose)
But aside from that, your neighbors are jerks. Either spend some time getting a restraining order or other legal order to keep them from harassing you, or move.
