I didn't know for sure and had suspected a couple of neighbors for years. Finally the woman messed up and let me catch her having her daughter ride slowly by while she hung out the window with a video camera (lol, my car was in the shop). I think she hit her head on the window when I quickly opened the door and waved and they hauled. I felt bad about suspecting the other neighbors. This woman is on the same side of the street as me and the neighbor closest of the 2 between us has a privacy fence that runs all the way to the road. She can't even see my yard unless she comes out in the street and walks down, or as she drives by. The only thing I can come up that she has a beef with is that my yard is kinda small and that makes my 10' satellite dish look massive. I know I have a couple of neighbors that hope it will blow away each hurricane, but my favorite toy has sat solid for 10 years

But back to her, the 2nd time I was in court and the judge threw it out again, I got a moment to talk to the court clerk and although she couldn't tell me who lodged the complaint she was able to confirm that every complaint had been lodged by the same person. I thanked her and told her I planed to persue a harassment matter the next time (which she agreed with). I don't know if she relayed that bit to the woman on a future call or it was the embarrasment of my having caught her with the camera but things have been quiet for 3 years.

This is an example of why I hate dealing with people in general and plan on moving to the mountains.
