That's Greg Valentino he is popular as a freak in body building. Most of his muscle mass in his arms is fake. He side injects a substance called synthenol. Basically it coagulates after injection and hardens like a muscle to add mass to any arm. However it can be dangerous and is easy to spot in the gym and on stage when overdone or done poorly.
You won't see Greg Valentino winning any bodybuilding competitions because everyone knows his growth is BS.
