In most places the law is 8am for things like "construction" to begin.. else it's too noisy. What did the police tell you when you spoke to them?
Next time buy a big wide pushbroom, and when you hear a leafblower, go smash it with the pushbroom and say "Thats TWO reasons a broom is better than a leaf blower!" and storm off.
