At the moment you can't increase visible PR. Until/unless google decides to make the pr bar in the toolbar active/accurate again you won't see any visible increases or if something does change it probably won't be accurate.
Forget PR and work on getting your link on quality, related sites.
Unless google changes its mind (and let's face it with Google anything's possible) visible PR is now pretty much useless.
