The Russians were attacked and refuse to reward the aggressors with talks and discussions. The US thinks this is wrong.

Mr Powell had expressed Washington's unease about sweeping new anti-terror reforms which have been proposed by President Vladimir Putin that would concentrate even more power in the Russian leader's hands.
