In a previous lifetime I used to do risk assessments (still do here and there) nothing is going to be 100% secure, but there are still measures that can be put in place to minimize the chance of something happening.

Dogs are great, but they also must take breaks like humans, you can usually run a dog for about 2-3 hours, problem being there still aren't enough dogs out there to sniff every package.

Another problem is the sheer amount of cargo that flies from around the U.S. and world, we're talking millions of tons traveling daily, on commerical and cargo aircraft.

It has been reported that TSA computer models estimated that if full physical screening is implemented, only 4% of the daily volume of freight at airports could be processed due to the time that would be required to breakdown shipments, inspect them, and reassemble them for transport.

TSA considers the likelihood of a terrorist bombing of a passenger airplane to be between 35% and 65% based on year-old intelligence reports, and TSA believes that cargo is either likely to become, or already is, the primary aviation target for terrorists in the short term.

Now there is one level of security with cargo, and its called the "Known Shipper Program" The FAA requires all of the freight shipping companies to submit a security plan. They are to certify that their employees have undergone criminal background checks.

You could very well get on that OK list by shipping 100 lbs of live lobsters from Maine to LAX via EWR for three months and one day switch the lobsters out for C-4, who is going to notice until its too late?

Now if I am aware of this, you know damn well Al Qaeda is well aware of it, and is more than likely doing test runs with this knowledge and is waiting for the big day.
